Toshakhana gifts, gifts from foreign dignitaries and dignitaries to high state and government officials and collected in a ‘treasury house’ — are generally considered state property. However, according to government policy, these gifts are available only to the political and bureaucratic elite, both civilian and military, and to judges of the higher judiciary.

According to sources, the government has imposed a ban on receiving vehicles, watches, jewelery and other gifts worth lakhs of rupees.

Sources said that under the new policy, gifted vehicles will be properly cataloged and displayed in the central pool of cars of the Cabinet Division, while valuable antiques will be displayed at government-owned public spaces. According to sources, there will be a ban on receiving gifts for the families of officials other than the President and the Prime Minister and gold and silver coins will be handed over to the State Bank of Pakistan.
Strict action will be taken against those who violate the Toshakhana policy, sources said, adding that the officials of the Ministry of External Affairs would be obliged to give gifts to the Cabinet Division. The value of gifts will be determined by the Federal Board of Revenue and expert officers of private firms, while the value of arms received as gifts will be determined by private firms.
Sources say that Grade 1 to Grade 4 employees will be able to receive cash as gifts from foreign dignitaries.
