Two people were killed and nine injured when a pick-up truck hit pedestrians in the town of Amki in northern Quebec, Canada.
The driver of the vehicle, a 38-year-old local man, was arrested after he handed himself over to the police.
Investigators are still trying to determine if the incident was a deliberate attack.
The incident comes a month after two children were killed when a bus driver plowed into a day care center in Montreal.
Police were called to the latest incident around 15:00 (19:00 GMT) after reports of a collision between a van and pedestrians.
Two of the dead are said to be in their 70s and the other in their 60s. Canadian media reported that the injured included children who were being treated at a local hospital.
JEE News quoted a local Umki businessman as saying: “Umki is a small place… it’s a local tragedy.” A witness told JEE News that he saw the truck speeding up as it approached pedestrians on the sidewalk.
Quebec police spokeswoman Hélène St-Pierre said all indications are that this was an isolated incident. “There is no further threat in the area and only one suspect,” he told reporters.
Quebec Premier Francois Legault said the incident was “shocking”, while Canadian Prime Minister Justin Trudeau said on Twitter that his heart goes out to the people of Umki. “As we learn more about the tragic events that took place, I am sending my thoughts to everyone,” he said.
In February, a driver drove a bus into a busy daycare, killing two children and injuring several others.
Police believe the suspect, Pierre Neu-Saint-Amand, intentionally drove the bus into the daycare during morning drop-off, and has been charged with first-degree murder.
