In 1999, when the PMLN was in crisis, Ijaz-ul-Haq parted ways with Nawaz Sharif. In 2002, he founded his own party Muslim League Zia. He won a National Assembly seat from Bahawalnagar and later all factions of the Muslim League, except the PML-N, joined the government, becoming the QL. He held portfolios like Minister of Overseas Pakistanis, Religious Affairs etc. at different times. His brother Dr. Anwar Haq served as a provincial minister in Ghulam Haider Wayan’s cabinet from 1990 to 1992.
