The Green Shirts achieved the target of 92 runs in just 13 overs and won by six wickets.
Shadab Khan was the best bowler for Pakistan after claiming figures of 3-22 in four overs.
Colin Ackerman scored the highest 27 runs for the Netherlands.
Earlier, Holland won the toss and elected to bat first.
Pakistan, led by Babar Azam, are without a point after two defeats and made a change that surprised Zimbabwe at the same venue when Fakhar Zaman replaced Hyder Ali.
The Asian giants need to win their last three matches and hope other results come their way if they reach the semi-finals, as they did in the UAE a year ago.
