Ukraine says electricity and water supplies have been severely affected across the country after Russia fired more than 50 missiles at key installations.
Mayor Vitaly Klitschko said 80 percent of residents in the capital Kyiv were without running water and about 350,000 apartments were without electricity.
Energy facilities were affected in the northeastern city of Kharkiv.
The attacks came after Russia accused Ukraine of a drone attack on its Black Sea fleet.
Mr Klitschko reported water shortages in Kyiv after a Russian attack damaged an energy facility near the city. He said that the supply will be partially restored in three to four hours.
He also said that engineers have been deployed immediately to restore power supply.
City officials said that “no hits were recorded” in Kyiv itself due to the “efficient operation of air defense forces”.
On Monday morning, missile attacks were also reported in the central Vinnytsia region, as well as Dnipropetrovsk and Zaporizhzhia in the southeast, and Lviv in western Ukraine.
A Dnipro hydroelectric power plant facility in the Zaporizhzhia region was also reportedly targeted.
In total, 18 installations – most of them power generators – were affected in 10 regions of Ukraine, with Prime Minister Denis Shmyhal saying “hundreds of areas in seven regions” were without power.
It was not immediately known if there were any casualties.
