ISLAMABAD: Prime Minister Shehbaz Sharif on Tuesday wrote another letter to Chief Justice of Pakistan Umar Atta Bandyal requesting him to form a judicial commission to investigate the assassination of Tehreek-e-Insaf Chairman Imran Khan.
In his letter, the Prime Minister has asked the Chief Justice to form a judicial commission comprising all available judges of the Supreme Court.
The commission, the letter said, could examine five questions specifically to understand which law enforcement agencies were responsible for providing security to the convoy. Whether security protocols and other standard operating procedures were in place to secure the convoy, and whether these protocols were followed. Review the facts of the incident.
The letter also recommends that the Commission inquire about the compliance of law enforcement agencies and administrative authorities with recommended investigation, evidence collection and post-incident handling procedures. Ask about mistakes and who should be responsible for them.
It further emphasizes whether the investigation of the incident is being deliberately obstructed and who could be behind it. The letter also requested the Chief Justice to find out whether the firing was the result of a criminal conspiracy to kill Khan or the act of a lone shooter as well as the actors responsible for the incident.
In his letter, the Prime Minister also mentioned the delay in registering the First Information Report (FIR) regarding the incident.
It added that law enforcement agencies and investigative authorities working under the PTI-backed Punjab government had failed to follow the rules of law in investigating the attack, including the crime scene and the container. Safeguarding also includes negligence.
The Prime Minister wrote that Khan’s medical report is yet to be taken into custody for forensic analysis. This was because the PTI chief was taken directly to the Cancer Hospital, which remains an unregistered medico-legal centre.
The letter said that the Punjab government’s mishandling of the investigation process after the incident would result in compromising the evidence.
It also stated that the government, during the protests, had witnessed attacks by miscreants at the behest of the Punjab and Khyber Pakhtunkhwa governments. He also expressed concern over the smear campaign against state institutions.
