Russia says Ukraine has fired 10 missiles and three unmanned boats in an attack on its Black Sea fleet home in Crimea.
Russia said the attack caused a fire at a Sevastopol shipyard, injuring 24 people.
The installed governor in Moscow, Mikhail Razauzhaev, claimed that most of the weapons had been intercepted.
Russia says two of its ships have been damaged by cruise missiles.
A photo shared by Mr Razvozaev on Telegram shows flames engulfing what appears to be a ship in a harbor as he talks on his phone.
Images circulating on social media, which have yet to be confirmed by the BBC, show several large explosions in the area.
Russia illegally annexed Crimea from Ukraine in 2014.
Ukraine has previously hit Sevastopol and its Black Sea fleet, but this appears to be one of its most concrete strikes to date, likely involving Western-supplied long-range missiles. Usage
The fact that some have reached Russia’s air defenses and appear to have caused considerable damage will be a real concern in Moscow.
The country’s defense ministry claimed that seven of the missiles were shot down and three boats were destroyed. Ukraine has not yet commented on the Crimean invasion.
Meanwhile, Russian drones reportedly damaged the Ukrainian grain port of Izmail on the Danube River.
Olya Kiper, governor of the Odessa region, said six people were injured in the attack, which caused fires and damaged infrastructure.
“Several groups of drones were launched in Izmail district,” Mr Kipper said on Telegram.
“Unfortunately, there were hits: damage to port and other civil infrastructure was recorded.”
