Ukraine war: Russia not to blame for conflict, Putin

Vladimir Putin believes that Russia is not to blame for the war in Ukraine, adding that the two countries are “participating in a tragedy”.

During a televised address with senior military officials, the Russian president said he views Ukraine as a “brother country”.

He claimed that the conflict was “a result of the policy of third countries” and not of Russian policy.

The theory, which is meant to be the cause of Western expansion, has been repeatedly rejected outside of Russia.

President Putin claimed that the West had “brainwashed” the post-Soviet republics, starting with Ukraine.

He said: “For years, we tried to build good neighborly relations with Ukraine, offering loans and cheap energy, but it didn’t work.

“There is nothing to accuse us of. We have always seen Ukrainians as a fraternal people and I still think so.

“What’s happening now is a tragedy, but it’s not our fault.”

During the address, military officials vowed to continue the so-called “special military operation” until 2023.

President Putin added that there is no limit to the amount of money Russia is willing to spend.

Defense Minister Sergei Shoigu proposed raising the age limit for compulsory Russian military service.

Under current law, Russians aged 18-27 can be called up for compulsory military service – Mr Shoigu is now suggesting that this covers citizens aged 21-30.

Mr. Shoigu also announced plans to establish bases in the two port cities of Berdyansk and Mariupol that were captured during the Russian invasion.

The speech came as Ukrainian leader Volodymyr Zelensky was visiting the US Capitol in Washington.

This is his first visit outside Ukraine since Russia invaded 10 months ago.
