ISLAMABAD: A reference has been filed in the Supreme Judicial Council (SJC) against Supreme Court Justice Syed Mazahir Ali Akbar Naqvi regarding assets in excess of income.
The SJC was requested to initiate an investigation against the judge’s assets worth Rs 3 billion as per the reference filed today.
The reference comes at a time when the Pakistan Muslim League-Nawaz (PMLN) had earlier nominated two Supreme Court judges for being “partial” against the party and its leadership.
The reference was filed under clause (5) of Article 209 of the Constitution, which said Justice Naqvi had “violated” the code of conduct for judges of the Supreme Court.
The reference urged the SJC to conduct an “independent and detailed” inquiry against Justice Mazahar Ali Akbar Naqvi and remove him from office if found guilty.
The reference alleges that “Justice Mazahar Ali Akbar Naqvi as a Justice of the Supreme Court of Pakistan and his family members have been found guilty of abuse of power in a criminal manner during their service.”
It claimed that the judge used his position to send his sons and daughter to study abroad and to obtain financial benefits from Zahid Rafiq, the owner of Future Holdings.
“It has been learned from reliable sources that Justice Mazahar Ali Akbar Naqvi has been able to legalize his black income through the sale of property. He sold House No. 375 DHA Phase 2 Gujranwala Cantt in 2021 for Rs 60 million. sold, however, they bought it. For only Rs 4.7 million. Also, there are reports that he revised his returns at least 3 times in 2021 to clean up the mess and changed the income statements. Initially, he disclosed the value of the Gulharg 3 plot which he bought at Rs 60 million.After selling the Gauranwala house, he later changed the price to Rs 72 lakh.
He further alleged, “Continuing to the above information from the sources, in 2021, initially, he mentioned income from property assets but later changed his stance. In the 2021 FBR return, he cleared the property income which shows some dubious financial transactions on the part of Justice Mazahar Ali Akhir Naqvi. The judge is also accused of holding properties that are owned by a nameless person.
‘One of their own judges’
The petitioner alleged that Justice Mazahir Ali Naqvi “openly displays his relations” with Pakistan Tehreek-e-Insaaf and its leader Imran Khan.

In the reference, the alleged audio of former Chief Minister Pervez Elahi related to the case of Lahore Police Chief Ghulam Muhammad Dogar was also mentioned.
The audio was leaked on social media earlier this month after the Supreme Court reinstated Dugar – the blue-eyed officer of Elahi – as Lahore’s CCPO.
