Russia has launched a wave of airstrikes on various Ukrainian cities, including Kiev, killing at least 13 people.
Eleven people, including a child, were killed in an attack on a block of flats in the central city of Oman, officials said.
And a woman and her three-year-old daughter were killed in the city of Dnipro, according to the local mayor.
There were also reports of explosions in the city of Kremenchak in central Ukraine.
Ukrainian President Volodymyr Zelensky said the apartment block was among 10 residential buildings damaged in Oman. The state rescue service said the child who died in the city was born in 2013 and another 11 people needed hospital treatment.
Mr Zelinsky said the attacks showed the need for more international action against Russia.
“Evil can be stopped by weapons – our guards are doing it. And it can be stopped by sanctions – global sanctions must be increased,” he said in a tweet.
The head of the military administration of Kiev city said that this is the first Russian missile attack on the capital in 51 days.
There were no immediate reports of civilian casualties in the capital.
Twenty-one of the 23 missiles and two attack drones were shot down by Ukrainian air defense systems, officials said in a post on the messaging service Telegram.
A video posted on Telegram by Ukraine’s State Border Service shows a badly damaged apartment building in Oman after the attacks.
Olga, a resident of one of the damaged blocks of flats, told JEE News that her apartment windows were blown out “then there was an explosion”.
A man cried as he saw emergency services carrying a body on a stretcher.
Another local resident said he heard an explosion at 04:30 local time (02:30 GMT), and “two very loud explosions, everything started burning, cars started burning.”
The attacks come as Ukraine’s forces say they are ready to launch a military offensive with new equipment, including tanks supplied by Western allies.
Russia has struggled to make headway in the winter offensive, which has included a 10-month battle for control of the strategically important city of Bakhmut.
It was not immediately clear who Russia was targeting in Friday’s attacks, but it has previously attacked civilian infrastructure.
Moscow has previously said it does not deliberately target civilians, but thousands of people have been injured and killed in Ukraine since the Russian invasion.
